OSHA Construction

Overview

Introduction:

Construction safety protects workers and supports project delivery by addressing hazards across construction activities and site conditions. Effective safety management integrates hazard assessment, fall protection, equipment safeguards, exposure controls, excavation protection, and contractor coordination. This training program examines OSHA construction requirements and the safety principles governing site operations, worker protection, and supervisory responsibilities. It provides an organizational perspective on how these requirements support compliance, strengthen accountability, and reduce construction injuries and occupational illness.

Program Objectives:

By the end of this program, participants will be able to

  • Analyze OSHA construction requirements and safety responsibilities across project stakeholders.

  • Evaluate construction hazards and the adequacy of prevention and protection measures.

  • Assess the suitability of equipment safeguards and worker protection systems.

  • Examine occupational exposure controls and their relationship to worker health.

  • Explore safety arrangements for construction activities involving interacting hazards and contractor interfaces.

Target Audience:

  • Construction Managers.

  • Site Engineers.

  • HSE Managers.

  • Safety Officers.

  • Construction Supervisors.

Program Outline:

Unit 1:

Construction Safety Responsibilities and Site Controls:

  • OSHA construction requirements and the distribution of employer, supervisor, and worker responsibilities.

  • Competent and qualified person roles in hazard recognition, inspections, and protective system oversight.

  • Hazard assessment principles and control priorities across construction phases and contractor interfaces.

  • Site provisions for housekeeping, sanitation, illumination, access, signage, and barricades.

  • Safety training requirements, emergency arrangements, fire prevention, and first aid provisions.

Unit 2:

Fall Protection and Access Systems:

  • Fall hazard classifications across leading edges, openings, roofs, and elevated work areas.

  • Performance criteria for guardrails, safety nets, fall arrest systems, and positioning devices.

  • Anchorage requirements, fall clearance relationships, equipment compatibility, and rescue provisions.

  • Scaffold capacity, platform integrity, access arrangements, and inspection responsibilities.

  • Stairway and ladder criteria covering structural condition, placement, loading, and worker access.

Unit 3:

Equipment Electrical Safety and Lifting Operations:

  • Electrical protection principles for temporary installations, grounding, ground-fault protection, and power-line exposure.

  • Safeguarding requirements for hand tools, power tools, machinery, and hazardous energy sources.

  • Material handling provisions for storage stability, rigging equipment, slings, and load security.

  • Crane and derrick criteria covering ground conditions, assembly, inspections, load capacity, and operating limits.

  • Vehicle and earthmoving equipment safeguards addressing visibility, reversing, rollover protection, and struck-by or caught-between hazards.

Unit 4:

Occupational Health and Exposure Protection:

  • Hazard communication elements covering chemical classifications, labels, safety data sheets, and worker information.

  • Exposure assessment criteria for respirable crystalline silica, lead, asbestos, dusts, fumes, and vapors.

  • Exposure control provisions for ventilation, dust suppression, containment, and work practices.

  • Respiratory protection requirements covering equipment selection, medical evaluation, fit testing, and maintenance.

  • Worker protection criteria for noise, radiation, welding emissions, and personal protective equipment suitability.

Unit 5:

Excavation Structural Work and Confined Spaces:

  • Soil classification principles and protective system criteria for sloping, benching, shoring, and shielding.

  • Excavation safeguards covering utilities, access, spoil placement, water accumulation, atmospheric hazards, and adjacent structures.

  • Concrete and masonry provisions for formwork, shoring, reshoring, precast elements, and wall stability.

  • Steel erection and demolition requirements covering structural stability, construction sequence, engineering surveys, and exclusion zones.

  • Confined space classifications, entry authorization, atmospheric monitoring, isolation, contractor coordination, and rescue capability.
